YouTube Partner Program Requirements: Which Tier Fits You
YouTube Partner Program requirements come in two tiers. Here is what each tier gives you, how to check your numbers in Studio and what to do while you wait.
The YouTube Partner Program (YPP) has two entry tiers. The lower one lets fans pay you directly through memberships and similar tools. The higher one adds ad revenue sharing. Which one you can reach depends on subscribers plus either watch hours or Shorts views.
Thresholds change now and then, so treat the numbers below as the shape of the system and confirm them on YouTube's own Partner Program overview before you plan around them.

What are the YouTube Partner Program requirements?
As we last checked the official help page, the program works like this:
| Early tier | Full tier | |
|---|---|---|
| Subscribers | 500 | 1,000 |
| Public uploads | 3 in the last 90 days | check the official page |
| Watch time | 3,000 public hours in 12 months, or 3 million public Shorts views in 90 days | 4,000 public hours in 12 months, or 10 million public Shorts views in 90 days |
| What opens up | Fan funding such as memberships | Ad revenue sharing plus fan funding |
You also need an account in good standing, two-step verification on, and a linked AdSense account to get paid. Region matters: the lower tier rolled out first in a handful of countries (the US, UK, Canada, Taiwan and South Korea in June 2026, per Search Engine Journal) and was extended to 33 more from August 29, so check whether your country is covered.
Which route is easier: long videos or Shorts?
It depends on what you already make.
- Long videos build watch hours slowly but they keep earning views for months. If you teach, review or explain things, this is your route.
- Shorts can hit a view count fast, but views from Shorts and long videos are counted separately, and a Shorts-heavy channel often struggles to convert viewers into subscribers who watch more.
We'd pick one route as your main bet. Splitting effort in half is how channels end up 200 subscribers short of both.
How do I check where I stand?
- Open YouTube Studio and go to Earn.
- Read the progress bars for subscribers, watch hours and Shorts views.
- Note the date range each counts over. Watch hours use a rolling 12 months, Shorts views a rolling 90 days.
Check once a week, not daily. Daily checking feeds anxiety, not growth.
What should I do while I wait to qualify?
Waiting time is the best time to build things that do not depend on YouTube paying you.
- Put a link in the description of every video. A simple page with a newsletter sign-up beats a list of ten links.
- Pick up sponsors early. Small, relevant brands often care more about a clean audience match than a threshold. Browse Market to see how ad placements are priced and sold.
- Sell something you own. A template, a checklist or a short course works with 300 subscribers.
- Make your channel findable. Titles, chapters and descriptions matter. The free SEO tools on Woodander help with keyword checks for video titles too.
What gets creators rejected?
Reviewers look at the whole channel, not only the numbers. The usual problems are reused content with no real addition, misleading titles, and content that breaks advertiser-friendly rules. If you get a no, you can reapply after a waiting period shown in Studio. Fix the cause first.
If you are building a creator business as a product, add it to Discover, and see what else is in the Social Media & Creator Tools hub.
FAQ
How long does YPP review take?
Review time varies. The status shows in Studio, and YouTube's help page gives the current estimate.
Do Shorts views from reposted clips count?
Public Shorts views count toward the Shorts route, but reused content may fail the originality review even if numbers qualify.
Can I qualify with only Shorts?
Yes, the Shorts view route exists for exactly that. Check the current counting window on the official page.
Does hitting the threshold guarantee income?
No. It only opens the programs. Income depends on your audience, topic and how often people watch.
